Transnational Education (TNE) is all the rage. Established universities are seeking new environments in which to ply their business. Fast-growing countries have an immediate need for workforce uplift.
TNE emits a lure of easy cash and exciting quick wins. Yet without skill and much luck, TNE also runs the risk of muddle, loss-making, and fraud.
Ultimately, surely what counts is sustainable academic quality. But how do programs travel in this environment? What options are leaders moving forward?
Only a few decades ago quality was discerned by a simple ‘sniff’ test. Today, it has been replaced by myriad national and often competing compliance protocols, and in a post-global world quality now teeters on the edge of reality.

Lilan Chen is an Assistant Professor at the Center for Higher Education Studies at Waseda University where she prises open topics around international students, international academics, early-career researchers, and female academics.
Bjørn Stensaker is a Professor of Higher Education at the University of Oslo who combines study with a range of executive appointments of labs and institutions.
