India has emerged as one of the most significa nt new frontiers for transnational higher educatio n (TNE)\, creating significant opportunities - and challenges - for universities around the world to establish a deeper and more sustained presence in one of the world's largest and fastest-growing hi gher education systems. Recent Indian policy refor ms have opened new pathways for international enga gement\, prompting a growing number of institution s to explore innovative models of partnership\, br anch campus development\, and academic collaborati on.
\n \nThis p anel sets the foundation for discussion with an ov erview of the landscape of international campuses in India\, followed by a framework to analyse and situate UK campuses in comparison with other unive rsities. It provides the context for a deeper pane l discussion drawing on diverse viewpoints and exp eriences from UK universities already engaging wit h India.
\n \nD rawing on panelists’ experience of developing\, op erating\, and researching educational ventures in India\, panelists will reflect on the strategic mo tivations underpinning institutional engagement\, the opportunities for expanding access\, research and teaching collaboration\, and the practical rea lities of implementation. Alethea (Thea) Bleyberg is the Internation al Student Advisor for undergraduates at Queen's B usiness School\, Queen’s University Belfast\, wher e her work spans international student support and the School's broader internationalisation agenda. She joined Queen's after 20 years as a teacher\, leader and university counsellor in international schools in Beijing\, Hong Kong and Singapore. She is also a doctoral candidate in Higher Education L eadership and Management at Luiss Business School\ , where her research interest centres on how UK un iversities construct and sustain narratives of fin ancial viability around internationalisation.
\n \nRahul Choud aha is a scholar-practitioner and leader specializin g in mobility trends\, decision-making\, and the e xperiences of international students\, as well as transnational education and international branch c ampuses. His paper on the three waves of internati onal students\, published in Studies in Higher Edu cation\, has been widely cited. As Professor and C OO\, he laid the foundation for the launch of the University of Aberdeen's India campus. Before retu rning to India\, he spent 18 years in the United S tates leading research at global organizations suc h as Morning Consult\, GMAC\, Studyportals\, and W ES. Dr. Choudaha has delivered nearly 200 conferen ce presentations and has been quoted more than 300 times in leading global media outlets\, including the BBC\, Bloomberg\, Financial Times\, The New Y ork Times\, and The Wall Street Journal. He has be en affiliated as a Senior Researcher with the Cent er for Studies in Higher Education at UC Berkeley and as a Visiting Scholar at Steinhardt\, New York University. Dr. Choudaha holds a PhD in Higher Ed ucation from the University of Denver.
\n \n< b>David Cockayne is As sociate Dean at the University of Liverpool Manage ment School\, and has extensive leadership experie nce in higher education strategy\, curriculum inno vation\, and internationalization. David has playe d a key role in the design and delivery of transna tional education\, executive education\, and inter national collaborative programmes\, working with p artners across Europe\, Asia\, and the Middle East . His work focuses on creating industry-relevant\, future-oriented learning experiences that bridge academic excellence with real-world impact. David's research explores th e nature and effect of emerging technologies and i nnovation in the business of sports\, media\, and entertainment. He is also a regular applied contri butor to discussions on the future of higher educa tion global engagement\, and the evolving role of universities in an increasingly interconnected wor ld.

Eduardo Ramos < span style="font-family:Calibri\, sans-serif\;"> h as a career spanning over 20 years in regulation\, policy and operations of international education in the UK\, France\, Spain and the United States. As Head of Higher Education Systems and Internatio nalisation\, he currently leads the strategy\, pur suit and implementation of relevant activities of the British Council Going Global Partnerships prog ramme: providing direction and consultancy on inte rnationalising higher education\, strengthening sy stems and institutions\, and enhancing learners' o utcomes. This includes complex and innovative prog ramme design to support sustainable system collabo rations and institutional partnerships. Some of th e large-scale initiatives in his portfolio include the British Council Transnational Education (TNE) Strategy which provides direction to the tertiary education sector’s aim to build sustainable and s calable TNE\, the Transnational Education Explorat ory Grants that provide funding to foster collabor ations between the UK and a range of countries glo bally\, and the longstanding Gender Equality Partn erships Grants.
