India has emerged as one of the most significant new frontiers for transnational higher education (TNE)\, creating significant opportunities - and c hallenges - for universities around the world to e stablish a deeper and more sustained presence in o ne of the world's largest and fastest-growing high er education systems. Recent Indian policy reforms have opened new pathways for international engage ment\, prompting a growing number of institutions to explore innovative models of partnership\, bran ch campus development\, and academic collaboration .

\n \n

This pan el sets the foundation for discussion with an over view of the landscape of international campuses in India\, followed by a framework to analyse and si tuate UK campuses in comparison with other univers ities. It provides the context for a deeper panel discussion drawing on diverse viewpoints and exper iences from UK universities already engaging with India.

\n \n

Dra wing on panelists’ experience of developing\, oper ating\, and researching educational ventures in In dia\, panelists will reflect on the strategic moti vations underpinning institutional engagement\, th e opportunities for expanding access\, research an d teaching collaboration\, and the practical reali ties of implementation. Furthermore\, it will disc uss risks related to becoming part of the local ed ucation ecosystem\, drawing from perceptions of 'f oreignness' and 'elitism' to 'extractivism'\, and strategies to mitigate these risks\, drawing from the concept of TNE as a mutual and equitable excha nge.

\n \n This panel brings together senior leaders and practitio ners from across the UK and the British Council to examine the evolving landscape of UK-India TNE. T he discussion will critically explore key challeng es surrounding regulation\, quality assurance\, fi nancial sustainability\, organisational capacity\, cultural adaptation\, student experience\, among others. Alethea (Thea) Bleyberg is the Interna tional Student Advisor for undergraduates at Queen 's Business School\, Queen’s University Belfast\, where her work spans international student support and the School's broader internationalisation age nda. She joined Queen's after 20 years as a teache r\, leader and university counsellor in internatio nal schools in Beijing\, Hong Kong and Singapore. She is also a doctoral candidate in Higher Educati on Leadership and Management at Luiss Business Sch ool\, where her research interest centres on how U K universities construct and sustain narratives of financial viability around internationalisation.
\n \n
Rahul C houdaha is a scholar-practitioner and leader special izing in mobility trends\, decision-making\, and t he experiences of international students\, as well as transnational education and international bran ch campuses. His paper on the three waves of inter national students\, published in Studies in Higher Education\, has been widely cited. As Professor a nd COO\, he laid the foundation for the launch of the University of Aberdeen's India campus. Before returning to India\, he spent 18 years in the Unit ed States leading research at global organizations such as Morning Consult\, GMAC\, Studyportals\, a nd WES. Dr. Choudaha has delivered nearly 200 conf erence presentations and has been quoted more than 300 times in leading global media outlets\, inclu ding the BBC\, Bloomberg\, Financial Times\, The N ew York Times\, and The Wall Street Journal. He ha s been affiliated as a Senior Researcher with the Center for Studies in Higher Education at UC Berke ley and as a Visiting Scholar at Steinhardt\, New York University. Dr. Choudaha holds a PhD in Highe r Education from the University of Denver.

David Cockayne i s Associate Dean at the University of Liverpool Ma nagement School\, and has extensive leadership exp erience in higher education strategy\, curriculum innovation\, and internationalization. David has p layed a key role in the design and delivery of tra nsnational education\, executive education\, and i nternational collaborative programmes\, working wi th partners across Europe\, Asia\, and the Middle East. His work focuses on creating industry-releva nt\, future-oriented learning experiences that bri dge academic excellence with real-world impact. David's research explore s the nature and effect of emerging technologies a nd innovation in the business of sports\, media\, and entertainment. He is also a regular applied co ntributor to discussions on the future of higher e ducation global engagement\, and the evolving role of universities in an increasingly interconnected world.
\n \ n Heather Cockayne is an Associate Professor at the U niversity of Manchester\, scholar-practitioner\, a nd educational leader specialising in internationa l and transnational higher education. She has exte nsive experience in international partnerships\, c urriculum development\, student experience\, and i nclusive educational practice. Her work focuses on creating equitable learning environments and enha ncing educational opportunities for diverse learne rs across cultural and geographical boundaries.

This includes complex and innovative programme design to support sustainable system col laborations and institutional partnerships. Some o f the large-scale initiatives in his portfolio inc lude the British Council Transnational Education ( TNE) Strategy which provides direction to the tert iary education sector’s aim to build sustainable a nd scalable TNE\, the Transnational Education Expl oratory Grants that provide funding to foster coll aborations between the UK and a range of countries globally\, and the longstanding Gender Equality P artnerships Grants.

Lee Rensimer is a Lecturer in Education \, Practice and Society at the UCL Institute of Ed ucation\, and a Deputy Director of the Centre for Global Higher Education at University of Oxford.
